Cecil will be missed by his sister, Roberta and brother, John and his extended family and friends. Cecil was a Barbadian patriot, a Canadian public servant, and an intrepid global citizen. He cared deeply for the environment and justice and defended both in word and in deed. Tara and Tanya, I’m so sorry to hear about your Dad’s passing. I have fond memories of your Dad from spending time at your home in high school. I was always met with your Dad’s jokes, kindness and wisdom. Tara, I remember when we ruined the car on the morning of our prom and I thought you were going to get in so much trouble, but your Dad showed so much love, care and understanding about it. That’s the type of man he was. Praying for you and your family at this difficult time.

Cecil was a wonderful person. He gave us so many positive memories and made working fun. He was a tower of strength for many and loved his family and friends dearly. A great citizen, gone too soon. RIP Cecil - you did good.

When life at the Lab got a little crazy , I often would do a walkabout through the Biology Branch corridors and invariably meet up with Cecil . After 5 minutes with the man with the booming voice, the strong sense of conviction, the ability to simplify complex problems and the wicked sense of humour, I would always go away feeling better knowing that there was a solution or that I wasn’t alone pushing a rock up hill or that sometimes I needed to “lighten up’. It has been almost 25 years since we worked together but still remember his wisdom and the twinkle in his eye.
My thoughts are with you all as you say goodbye to this great guy.

Tara and Tanya my heartfelt condolence to you and your families at this time. I remember your dad as always having a solution to any problem which he forcefully defended such solution with great wit and explanation. I am sure he will have many stories to share with the angels. Even though he is no longer with you, he has left you a lifetime of wonderful memories.
